The Federal Polytechnic, Ilaro Ogun State is requesting for:

Title: Invitation for Pre-Qualification and Tendering for the Year 2022 Capital Projects and 2022 Internally Generated Revenue (IGR) Projects

Preamble

The Federal Polytechnic, ilaro, Ogun State in compliance with the Public Procurement Act 2007 hereby invites competent and reputable Contractor for Pre-qualification and subsequent tendering for projects under the following categories Year 2022 Capital Projects Internally Generated Revenue (IGR) Projects.

Scope of Work
Year 2022 Capital Projects:
  • Lot 1 - Construction of 1000 Metres Perimeter Fencing
  • Lot 2 - Construction and Furnishing of INo Block of Classrooms
  • Lot 3 - Procurement of Laboratory Equipment for Quality Control Laboratory
  • Lot 4 - Procurement of Laboratory Equipment for Heat and Mass Transfer Laboratory
  • Lot 5 - Procurement of Laboratory Equipment for Science Laboratory Technology Department
  • Lot 6 - Procurement and Installation of 150 Nos Solar Powered Street Lights Along Internal Roads
Year 2022 Internally Generated Revenue (IGR) Projects:
  • Lot 7 - Procurement of Musical Equipment to the Department of Music Technology
  • Lot 8 - Construction of Car park to the School of Applied Science Building
  • Lot 9 - Procurement of Vehicles
  • Lot 10 - Rehabilitation of Hospitality Management Technology Main Kitchen
  • Lot 11 - Construction of Demonstration Kitchen, Restaurant for the Department of Hospitality Management Technology
  • Lot 12 - Procurement and Installation of Workshop Equipment for the Department of Mechatronics Engineering
  • Lot 13 - Procurement and Installation of Inverter Batteries
Eligibility Requirements
  • Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CACI or CAC2 and CAC7
  • Evidence of Company Income's Tax Clearance Certificate for the last three (3) years valid till 31st December, 2022
  • Evidence of current Pension Compliance Certificate valid till 31st December, 2021;
  • Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022:
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2022;
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid Certificate issued by BPP.
  • Sworn Affidavits:
    • Disclosing whether or not any officer of the relevant committees of the Federal Polytechnic, Ilaro or the Bureau of Public Procurement is a former or present Director, Stakeholder or has any pecuniary interest in the bidder and that all information presented in its bid are true and correct in all particulars
    • That the Company is not in receivership, or in any form of insolvency or bankruptcy proceeding or the subject of winding up petition proceeding and
    • That the Company does not have any Director who has been convicted in any country for any criminal misrepresentation or falsification of facts relating to any matter of it company
  • Company's Audited Accounts for the last three (3) years - 2019,2020 & 2021;
  • Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed:
  • Company's Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic Professional qualifications (in case of construction: COREN. QSRBN. ARCON. CORBON etc.);
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects
  • List of Plants/Equipment with proof of Ownership Lease (where applicable):
  • Only companies included in the National Automotive Design and Development Council's approved list of local manufacturers of vehicles or their authorised representatives should bid for the vehicle:
  • For Supply of Equipment Letter of Authorization as representative of the Original Equipment Manufacturers (OEM)
  • Lots 7 Evidence of current registration/accreditation with Computer Professionals Registration Council of Nigeria a National Information Technology Development Agency (NITDA);
  • For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Swom Affidavit are compulsory for each partner)
  • All documents for submission must be transmitted with a Covering Forwarding letter under the Company/Firm's Letter Head Paper beaning amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
Application Closing Date
10:00am Tuesday, 31st May, 2022.

Opening of Technical Bids

Only technical bids shall be opened immediately after the deadline for submission at 10.00a.m. Tuesday, 31st May, 2022 at the Board Room, Administrative Block. West Campus, Federal Polytechnic, Ilaro, Ogun State.

Collection of Tender Documents

All those interested shall be required to present the Photocopy of REMITA Generated Receipt of the sum of N10,000.00 per Lot, in favour of the Federal Polytechnic Ilaro, to collect the Tender Documents. The Tender Documents should be collected within the working hours of 8am-4pm of official working days from the Procurement Office, Ground Floor Raheem Oloyo Conference Centre Glass house) West Campus, Federal Polytechnic, laro. Ogun State. (Please consult Procurement Officer on account to pay to on REMITA)

Submission of Bid Documents
Interested Firms/Companies are to submit in One (1) bound hard copy of technical bids separated by dividers and arranged as listed in the Eligibility Criteria above. The Financial Document should be submitted in hard and excel generated soft copy stored in a flash drive. The Technical and Financial Bids must be prepared as a separate Document in different envelope clearly marked as either "Financial or Technical Bid" and put together in a SINGLE Envelope which should be marked the "Project Bidder's Name and Address and addressed to:

The Tender Document must be dropped in the designated Tender Box at the Administrative Block, West Campus, Federal Polytechnic, Ilaro not later than the specified closing date. Please ensure that you sign the Tender Documents Register at the Procurement office, Ground Floor, Raheem Olayo Conference Centre (Glass House), West Campus, Federal Polytechnic laro, as the Federal Polytechnic, Ilaro or Staff will not be held liable for misplaced or wrongly submitted Tender Document.

Other Information
  • Bids must be in English Language and signed by an official authorised by the Bidder
  • Bidders/related bidders should not bid for more than two (2) Lots and can only be awarded one (1) Contract;
  • Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services)
  • Only pre-qualified bidders at technical evaluation will be invited for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened
  • All documents submitted shall be referred to security and other relevant bodies for authentication
