Title: Invitation for Expression of Interest (EOI) for Lease of Murtala Amusement Park, Minna
Preamble
Niger State Government is desirous of leasing out the Murtala Amusement Park Minna to a competent and eligible company based on Public, Private Partnership (PPP) arrangement with the operating model as; Design, Finance, Improve, Operate and Transfer (DFIOT).
Objectives of the Partnership / Lease Arrangement
The purpose of this partnership is to select a company that will redevelop/improve and manage the Park. This will be based on their capacity, integrity, proven records of similar experiences and ability to source for funds to carry out the necessary redevelopment Improvement of the entire Park. This is a major determinant of the partnership arrangement as the resources to be committed by the Investor will be duly considered and recoupable within the tenancy period.
Facility Description
Murtala Amusement Park is located along Bosso Road, Minna. It Is a Treasure/ Leisure destination that guarantees full comfort and relaxation. This park comprises of the following delineated existing Infrastructural facilities, Such as:
- Administrative block with meeting/event hall and Offices.
- Children Amusement Island with Motorized Equipments.
- Open to Alrevent square/arena for hosting mini and mega events
- Strategically located restaurant and kiosks as eateries and refreshment points.
- Zoological Gardens housing different species of animals in their caged up Islands.
- Indoor and outdoor sporting facilities such as the male and female gymnasia.
- Amphitheatre for cinematic viewing, seminar slide shows and power point presentations.
Scope / Expected Improvements
All of the facilities listed in above will require improvement and face lifting for a more robust service delivery and patronage. There is provision for a choice discretion to add up more facilities in order to generally scale up the functions and activities of the park. The Murtala Amusement Park will be available for joint inspection and assessments by any interested investor after obtaining permit from the Ministry.
Mandatory Pre-Qualification Requirements
Consequent upon the importance and urgency attached to this Partnership, Expression of Interest (EOI) has been adopted in line with Niger state Public Procurement Board guidelines. The pre-qualification requirements for Expression of Interest will include the followings:
- Evidence of registration with Corporate Affairs Commission.
- Tax clearance for the past three (3) years.
- Current Audited Account
- Company profile including list of professional staff and their resumé.
- Evidence of current registration with Niger State Public Private Partnership Agency.
- Evidence of current registration with Niger State Public Procurement Board
- Evidence of current registration with Niger State Ministry of Environment and Forestry.
- Evidence of Financial Capability and Support from a reputable commercial bank.
- Evidence(s) of similar Park(s) Managed.
- VAT Registration and remittances
- Annual Turnover
Bid Documents
Technical Bids:
- Comprehensive Architectural and Services Drawings.
- Detailed Bill of Quantities (BOC)
- Improvement work plan schedule clearly commencement and completion dates.
- Draft MOU indicating
Financial Bids:
- Assured source of funding from any reputable commercial Bank Financial Institution.
- Estimated total Amount to be taken as a loan facility from any reputable commercial bank.
- The interest rate of the bank/financial institution from which the funds will be sourced.
- The duration/lifespan of the loan/facility.
- Expected lease period before transferring the Park back to the State Government.
- Expected annual income.
- Risk sharing ratio between the investor and the State Government
- Expected annual income.
- Risk sharing ratio between the investor and the State Government.
- Profit sharing ratio between the investor and the State Government.
- Expected State Government's dividend to be payable as annual rent for this lease.
Inspection of the Park
The park will be available for inspection daily under a tour guide by a staff of the Department of Parks, Gardens and Landscaping from 10am to 4pm Mondays to Fridays within One (1) week from the date of this advertisement.
Application Closing Date
12:00 noon Tuesday, 10th May, 2022.
Opening of Bids
EOI Bids will be opened same day after bids closing by 2pm at the Conference Hall Block 'D' Abdulkareem Lafene Secretariat Complex Minna, Niger State.
Submission of Expression of Interest
All EOI must be enclosed in a well-sealed envelope clearly marked at the top left hand corner as "Expression Of Interest For Lease Of Murtala Amusement Park" and addressed to the:
