The Rural Electrification Agency (REA) invites eligible consulting firms to indicate interest by tendering EOI documents for the following works:

The Rural Electrification Agency (REA) is the Implementing Agency of the Federal Government, under the Federal Ministry of Power, tasked with the electrification of unserved and underserved communities with the aim to catalyze economic growth and improve quality of life for Nigerians.

The Rural Electrification Agency - NEP Project Management Unit now invites eligible consulting firms ("Consultants") to indicate their interest in providing these Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Preamble

The Federal Government of Nigeria (FGN) has received financing from the African Development Bank (AfDB) for the cost of Nigeria Electrification Project (NEP). The Rural Electrification Agency (REA), the implementation Agency of the FGN, intends to apply part of the proceeds of this loan to payment under the contract for the Consultancy Services for the Development of Sustainability Plan for Solar/Gas Fired Power Plants, Existing Distribution Network Upgrade, Streetlights and Training Centres under the Energizing Education Programme (EEP) Phase 3.

Scope of Work

Phase 3 of the Energizing Education Program (EEP) will be implemented in the following eight (8) Federal Universities and one (1) Teaching Hospital:

The Consultancy is designed to support the overall sustainability of the EEP Phase 3 sub-projects based on three dimensions i.e. institutional, legal, and commercial/financial. The design is comprised of a number of predetermined indicators in each category; these are focused on optimizing the EEP Phase 3 after completing implementation, and providing recommendations for future improvements for maintaining long term benefits derived thereof.

The critical aspects of this assignment will include site visits which will inform the best approach towards ensuring sustainability, best practice and an identification of the nuances of the respective universities and their current operation and maintenance culture, the development of a detailed financial/commercial model which will explore incremental revenue options, revenue collection and identify a cash management system, defining an adequate operating and governance model to include a comprehensive energy efficiency policy. The assignment is expected to also assess the capacities of the institutions and identify gaps and recommend relevant capacity enhancement program(s)

Consultants may constitute joint-ventures to enhance their chances of qualification. Key Experts will not be evaluated at the qualification stage.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's procurement framework for group funded operations, October 2015. www.afdb.org
