Title: Invitation to Tender for the Provision of Drilling of Waste Management Services for NNPC/First E&P JV Operations
Preamble
FIRST Exploration and Petroleum Development Company Limited, on behalf of NNPC/FIRST E&P Joint Venture, intends to contract for the provision of Drilling Waste Management Services for a firm period of two (2) years plus one (1) year optional extension.
FIRST E&P therefore uses this medium to inform suitable and reputable Companies having requisite experience and resources for the execution of a project of this magnitude to register or update their registration with NipeX for consideration in the subject opportunity.
Scope of Work/Service Requirements
The scope of work is as follows:
- Collection, containment, handling, and appropriate disposal of spent Water-Based Mud (WBM) and associated Cuttings; Treated Synthetic Oil-Based Mud (SOBM) Cuttings, Brine, Wellbore Treatment Fluids, treated Oil Contaminated Sand, Oily Wastewater and Deck run off. The specific components are:
- Provision of standard and functional equipment that will be installed on the drilling rig to enable collection and transfer of drilled cuttings. These shall consist of the following, but not limited to:
- Auger system for the transfer of cuttings from the shaker to the dryer
- SOBM Cuttings dryer (Verti-G or equivalent)
- A System comprising of Cuttings Blower, Compressor and transfer lines, which shall be capable of transferring drilled cuttings to the tanks of a DP2 vessel.
- Provision of standard skips for collection/storage of SOBM contaminated cuttings >5% OOC, at drilling site.
- Utilize Company provided DP2 vessels for Storage, transportation & disposal of WBM & Treated SOBM cuttings generated with OOC <5%.
- Disposal of WBM & Treated SOBM cuttings shall be at designated Offshore Discharge Zone (ODZ). Contractor shall provide&kit theDP2 Vessel with adequate hydraulic submersible pump and appurtenances for the disposal.
- Onshore treatment and disposal of wastes using approved technology which will involve:
- Thermal desorption units for SOBM contaminated cuttings and oil contaminated sand, Treatment system for oily wastewater/slops, brine and wellbore treatment fluids
- Provision of onshore test laboratory for analysis of treated wastes prior to disposal as proof of conformity to regulatory requirement.
- Report preparation showing total waste collected and treated including the residual contaminants values according to DPR and FME requirements:
- Contractor shall demonstrate technical capability for the disposal of treated WBM cuttings and clean water that meets EGASPIN specification
- Contractor shall show evidence of past work for highlighted technologies and demonstrating WBM & SBM treatment that meets EGASPIN disposal requirement at a drilling rate > 150fph.
- Preparation of all units and associated equipment which will include pressure and function testing. This will be witnessed by a company representative, upon completion and acceptance by company representative all equipment shall be set aside and reserved for use by company for the proposed program.

- To be eligible for this tender exercise, interested contractors are required to be pre-qualified in NipeX Joint Qualification System (NJQS) product code 3.15.07 – Waste Management Services. All successfully prequalified Suppliers in these categories will receive Invitation to Technical Tender (ITT).

- If you are not listed in a product/service category you are registered with DPR to do business, contact NipeX office at 8,Bayo Kuku Road,Ikoyi, Lagos with your DPR certificate as evidence for verification and necessary update.
- To initiate the JQS pre-qualification process, access www.nipex-ng.com click on services tab followed by NJQS registration.
- To be eligible, all tenders must comply with the Nigerian Content requirements in the NipeX system.
Nigerian Content
Bidders are invited to express complete understanding and willingness to develop in-country capability and capacity for related work packages in compliance with the Nigerian Oil and Gas Industry Content Development Act (NOGICD, 2010)
Pursuant to the above, bidders' submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD Act; only bidders' whose submissions comply shall proceed to the next stage of the tender process.
The information/documentation that will be required to be submitted by bidders at the ITT stage among others are as follows:
- Provide evidence of company Ownership Structure form CO2 and CO7,registration on NOGIC JQS andDPR certificate.
- Provide a Nigerian Content Plan which shall explain the methodology of how it intends to comply with the requirements of the NOGICD Act and how to achieve the set target(s) in the Schedule of the NOGICD Act and any targets set by The Board.
- All vessels to be engaged in this project or service must be categorized as Nigerian owned in the NCDMB latest Marine vessel categorization publications via the NOGIC JQS.
- Provide a project-specific organogram showing Names and Nationalities of all key personnel not limited to just key personnel that will execute the work scope for this service.
- For any equipment, component, spares, packages etc - Provide evidence of a valid Nigerian Content Equipment Certificate (NCEC) issued by NCDMB in respect of equipment to be deployed in the execution of the work scope -either new 2021 NCEC Category “SS” or valid Category “C” under previous NCEC guidelines.
- In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
- Provide a plan of how it intends to give first consideration to materials manufactured in Nigeria as well as assembled goods of Nigerian origin which shall include a breakdown of all materials and consumables to be utilized and identifying those that are found locally, finished products and materials that will be procured from Nigerian manufacturing and assembly plants, finished goods that order can be placed from outside Nigeria through Nigerian authorized vendors and accredited agents and those that would be directly imported.
- The tenderer shall provide a detailed description of the location of in-country committed facilities not limited to the administrative office, technical office equipment, storage, workshops, repair and maintenance facilities for the execution of the work scope.
- Details of in-country procurement plan and Binding MOA to source goods and materials with names and addresses of the Nigerian suppliers.
- The tenderer shall in line with NCDMB Community Content Guideline develop a Community Content Plan for review and approval by the Board.
N/B: Bidders shall be requested to provide evidence to show their compliance with the above listed requirements at the ITT stage. Failure to meet the Nigerian Content requirements is a “Fatal Flaw".

Only tenderers who are pre-qualified with NJQS Product code 3.15.07 – Waste Management Services as of 22nd December 2021 being the advert close date shall be invited to submit both Technical and Commercial Bids.
