The African Regional Institute for Geospatial Information Science and Technology (AFRIGIST) invites interested, qualified and experienced contractors / service providers to submit tender and EOI documents for the following works:

The African Regional Institute for Geospatial Information Science and Technology (AFRIGIST), formerly Regional Centre for Training in Aerospace Surveys (RECTAS), is an Inter-Governmental Organisation established in 1972 under the auspices of the United Nations Economic Commission for Africa (UNECA). Its mandate is to develop human capacities in Geospatial information Science and Technology with emphasis on GIS, Photogrammetry & Remote Sensing, Cartography and their various applications for resources mapping, sustainable development and Governance. The institute is situated in the campus of Obafemi Awolowo University, Ile-Ife, Nigeria.

Title: Invitation for Technical and Financial Tender and Expression of Interest (EOI)

Preamble
Nigeria, as host countly, is supporting some physical development activities in the Institute. In compliance with the Public Procurement Act 2007, the Institute invites interested, qualified, reputable and experienced Contractors and Service providers to bid for the Procurement and Execution of the projects listed below.

Scope of Work

Lot No. / Projects/ Minimum Average Annual Turnover (N):

AFRI: W1 / Construction of Healthcare Facilities/Health bay / 2 Million.
AFRI: W2 / Provision of Infrastructural Facilities / 2 Million.

Eligibility Requirements

In order to be considered, interested and competent contractors who wish to carry out the projects listed above are required to submit the following documents, which will be subjected to verification and due diligence by the Institution:

Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC2 and - CAC7.
Evidence of Tax Clearance Certificates for the past three (3) years (2018,2019 and 2020) with a minimum turnover for the project as specified in the Bidding Document.
Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15).
Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (applicable where number of staffis at least 5 or at least N5om turnover).
Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2021.
Evidence of registration on the National Database of Federal Contractors, Consultants and Services providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2021 or valid Certificate issued by BPP.
Sworn Affidavit:
- Disclosing whether or not any officer of the relevant committees of The African Regional Institute for Geospatial Information Science and Technology or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
- That none of the Directors has been convicted in any country for any criminal offensive relating to fraud or financial impropriety or criminal misrepresentation of falsification of acts relating to any matter.
Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
Company profile with the Curriculum Vitae of key Staff to be deployed for the project, including copies of their academic/professional qualifications (SURCON, ARCON, COREN, CORBON, ICAN, TOPRE, etc.).
Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuable Certificates, Job completion Certificates and photographs of the projects.
List of plants/equipment with proof of Ownership/Lease.
For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm's Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Phone Number and e-mail address. The Letter head Paper must bear the Names and Nationality of the Company at the bottom of the page, duly signed by the authorised officer of the company.

Note: All contractors should arrange and submit their documents sequentially as listed above.

Collection of Bid Documents

interested Bidders are to collect Bidding Document at African Regional Institute for Geospatial Information Science and Technology (AFRIGIST), Off Road 1, Obafensi Awolowo University Campus, Ile-Ife, OsunSiate,Nigeriaonsubrnissionofevidenceofpayment of a non-refundable Tender fee of Ten Thousand Naira (N10, 000.00) only per Lot in favour of African Regional Institute for Geospatial Information Science and Technology (AFRIGIST) in order to obtain the Bidding Document.

Opening of Technical Bids

Only the Technical Bids will be publicly opened immediately after the deadline for submission at 12:00 noon on Monday, 22 November, 2021 at the Conference Room, "African Regional Institute for Geospatial Information Science and Technology (AFRIGIST), Off Road 1, Obafemi Awolowo University Campus, Ile-Ife, Osun State, Nigeria.

Submission of Bid Documents

The completed Technical and Financial bids are to be submitted in One (1) soft copy and Two (2) hard copies each which include one (1) original copy. The documents should be in Two (2) separate sealed envelopes clearly marked "Technical Bid" and "Financial Bid" (including the name of the company and the project number clearly written on both the technical and financial bids) and both sealed in the third envelope marked with the Appropriate Project Tittle and Project No at the top right corner with the company name written behind and addresses to:

General Information

Please Note that:

Bids must be in English Language and signed by an official authorised by the bidder.
Bids submitted after the deadline for submission would be returned un-opened.
Bidders should not bid for more than one (1) Lot.
All costs will be borne by the bidders.
Failure to comply with instructions will lead to automatic disqualification.
Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency.
Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services).
Only pre-qualified bidders at technical evaluation will be invited at a later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened.
The African Regional Institute for Geospatial Information Science and Technology is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
