Preamble
The Federal High Court Abuja, in compliance with the Public Procurement Act, 2007, wishes to inform eligible Contracting Companies and the Public that Federal High Court of Nigeria is to undertake the procurement of works and hereby invite contractors of good repute and relevant experience by this notice to submit tender for these projects listed below.
Scope of Works
- Lot 1: Construction of Judges' Quarters of Federal High Court Lagos division located at No. 68 George Street, Ikoyi, Lagos State.
- Lot 2: Construction of Judges Quarters of Federal High Court Lagos division located at No. 1681, Club Road, Ikoyi, Lagos State.
- Lot 3: Construction of Judges Quarter of Federal High Court Lagos division located at No. 1A. Polo Road, Ikoyi. Lagos State.
- Lot 4: Construction of Judges Quarters of Federal High Court Lagos division located at No. 31. Cameroon Road, Ikoyi Lagos State.
- Lot 5: Construction of Judges' Quarters of Federal High Court Lapous division located at No. LA Kalahari Close, Ikoyi. Lagos State.
- Lot 6: Construction of Federal High Court Out-station Makurdi, Benue State.
- Lot 7: Construction of Federal High Court Out-Station Kebbi, Kebbi State.
Eligibility Requirements
Prospective bidder shall possess the following documents and without any of the under listed requirements, the company will be automatically disqualified:
- Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC 7.
- Evidence of Company Income's Tax Clearance Certificate for the last three (1) years valid till December, 2021.
- Evidence of Pension Clearance Certificate valid till 31 December, 2021 (applicable where number of staff is at least 15).
- Evidence of Industrial Training Fund (TTF) Compliance Certificate valid till 31 December, 2021 (applicable where number of staff is at least 5 or at least 150m turnover).
- Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 December, 2021.
- Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP.
- Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal High Court or the Bureau is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information in it's bid are true and correct in all particulars.
- Company's Audited Accounts for the last Three (3) years (2018, 2019 and 2020).
- Company's profile with the Curriculum Vitae of key staff to be deployed for the project and evidence of technical capability of at least Five (5) registered professionals namely; Architect, Quantity Surveyor, Electrical Engineer, Mechanical Engineer and Civil Engineer including copies of their Academic/Professional qualifications.
- Evidence of at least Three (3) similar contracts executed (as the Main Contractor), in the last Five (5) years (2016 to date) including letters of Awards, Valuation certificates, Certificate of job completion and photograph of the projects.
- Evidence of financial capability to execute the project by submission of reference letter addressed to the Chief Registrar Federal High Court Abuja from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
- Evidence of Plants/Equipment with proof of Ownership/Lease.
- Document must be transmitted with a covering forwarding letter under the company/ firm's letter head paper bearing the registration number(RC) as issued by Corporate Affairs Commission (CAC), Company's Contact address, GSM, name and Nationality of the Directors at the bottom of the page. Company's email address and page duly signed by the authorized officer of the firm.
Application Closing Date
12:00 noon Monday, 4th October, 2021.
Opening of Pre-Qualification Documents
The pre-qualification documents will be opened immediately after the deadline for submission at 12:00 noon on Monday, 4th October, 2021, at the Secretary Departmental Tenders Board, Federal High Court, Shehu Shagari Expressway, Central Business District, Abuja. Please, ensure that you sign the Bid Submission Register as the Court will not be held liable for misplaced or wrongly submitted bids.
Submission of Pre-Qualification Documents
Pre-qualification documents should be enclosed in sealed envelope marked "Pre-qualification for Lot 1, 2, 3, 4 or 3 carrying the project name, submitted in Two (2) bounded copies and arranged as indicated above. The documents should be in a sealed envelope and addressed to Chief Registrar, Federal High Court and submitted to the:

General Information
- Bids must be in English Language and signed by an official authorised by the bidder.
- Bids submitted after the deadline time would be returned unopened.
- Bidders should not bid for more than Two (2) Lots.
- Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bid opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organization in the areas of Anti-corruption/transparency.
- Bidders can submit through post (Courier Services).
- Only pre-qualified bidders will be contacted at a later date for collection of tender documents.
- The Federal High Court, Abuja is not bound to qualify any bidder, and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the 2007 Public Procurement Act.
