Preamble
The National Bureau of Statistics has received financing from the United Nations Development Programme (UNDP) for the purpose of the Implementation of Assessment of Post Covid-19 National Multi-dimensional Poverty Index (MPI) in Nigeria for year 2021, and intends to apply part of the proceeds towards payments under the contract for the Procurement of Goods.
Scope of Supply / Work
The National Bureau of Statistics hereby invites interested, competent, reputable contractors with relevant experience and good track record for the procurement of the underlisted:

- Single Lot / Procurement of Tablet (CAPI Device with Pouch) and Power Banks.
Eligibility Requirements
For purposes of evaluation, interested Contractors should supply the underlisted information including but not limited to the following:
- Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form Forms CAC2 and CAC7.
- Evidence of Company's Income Tax Clearance Certificate for the last three (3) years (2018, 2019, 2020) valid till 31st December, 2021.
- Evidence of current Pension Compliance Certificate (PENCOM) valid till 31st December, 2021.
- Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021.
- Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December, 2021.
- Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2021, or valid Certificate issued by the Bureau of Public Procurement (BPP).
- Sworn Affidavit:
- Certifying that the company is not in receivership, insolvency or bankruptcy.
- Disclosing whether or not any officer of the relevant committees of National Bureau of Statistics(NBS) or the Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
- That none of the Directors of the Company has been convicted for criminal offence in relation to fraud or financial impropriety in any court in Nigeria or elsewhere.
- Company's Audited Account for the last three (3) years (2018,2019,2020).
- Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility equal to the amount of the value of the quoted contract sum by the bidder for the execution of the project when needed.
- Company profile with the Curriculum Vitae of the Key Staff.
- Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of Award, Job Completion Certificate.
- Registration with relevant professional bodies such as NITDA/CPN/Information Technology, etc.
- The bidder shall either be Original Equipment Manufacturers (OEMs) or Authorised Representative of the OEMs by presenting a Letter of Authorization from the OEMs.
- For joint venture/partnership, Memorandum of Understanding (MoU) should be provided. All eligibility requirements are compulsory for each joint venture partner.
- All documents for submission must be transmitted with a Covering Letter under the Company Letter Head Paper bearing amongst others, the Registration number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM number) and e-mail address. The Letter Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by an authorized officer of the firm.
Collection of Tender Documents
Interested bidders are to log on to Remita Platform to generate Remita Retrieval Reference (RRR) in favour of National Bureau of Statistics (NBS) Collaborative Survey Project, GIFMIS code 1000247600, and make payment of a non-refundable tender fee of N10,000.00. Bring the printout together with copies of the bank teller to the Central Pay Office (CPO) of the Bureau to collect receipt that will be used to obtain the Standard Bidding Document (SBD) from the:

Application Closing Date
12:00 noon Monday, 4th October, 2021.
Opening of Technical Bid
Technical bids will be opened immediately after the deadline for submission at 12:05 noon on Monday, 4th October 2021, in the Conference Hall of the National Bureau of Statistics, First Floor, in the presence of bidders and their representatives, while the Financial Bids will be kept unopened. Please, ensure that you sign the Bid Submission Register at the same venue of submission as stated above, as the National Bureau of Statistics (NBS) will not be held liable for misplaced or wrongly submitted bids.
Submission of Documents
Prospective bidders are to submit bid for the Single LOT, two (2) hard copies each of the technical and financial bids with soft-copy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as "Technical Bid or Financial Bid".
Thereafter, put the two (2) sealed envelopes together in a bigger sealed envelope clearly marked with the name of the Project and addressed to the:

Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box on the First Floor, Wing B Conference Hall, National Bureau of Statistics (NBS), Plot 762 Independence Avenue, Central Business District, Garki- Abuja.
General Information
- Bids must be in English Language and signed by an official authorized by the bidder.
- Bids submitted after the deadline for submission would be returned un-opened.
- All cost will be borne by the bidder.
- All pre-qualified bidders will be contacted at a later date for financial bid opening, while bids of un-successful bidders will be returned un-opened.
- The National Bureau of Statistics (NBS) is not bound to prequalify any bidder and reserves the right to annul the Procurement process as at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act (PPA)2007.
