Title: Invitation for Bids for the Procurement of Farm Machineries, Laboratory Equipment's, Wares and Consumables

Preamble

The Edo State College of Agriculture and Natural Resources on behalf of Edo State Government and from its approved Budget for 2021 Fiscal year is desirous of carrying out its procurement and intends to apply part of the budget for the intended capital expenditure. Consequently,

Edo State College of Agriculture and Natural Resources now invites seal bids from eligible bidders, for the supply of the underlisted:

Farm machineries.
Supply and installation of equipment.
Supply of Laboratory wares, chemicals and other consumables to provide world class teaching and learning/research environment for the college.

Scope of Work

Description / Lot:

Farm Machineries (Tractors with implements) Survey Equipment; Weather Station, Farm tools, livestock Production Equipment (Battery Cages, Drinkers, Calf Tags, Rotags, Elastrator etc.), Incubator and Hatchery Accessories, Laboratory Equipment, Reagents, Wares and Consumables / 1 (A, B & C)
Laboratory Equipment, Reagents, Wares and Consumables / 2 (A & B)
Laboratory Equipment, Reagents, Wares and Consumables / 3 (A & B)

Eligibility Requirements

Competent and interested companies who have the requisite experience, good reputation and desire to execute the project are required to submit their Firms profiles which must include but not limited to the following documents:

Evidence of incorporation of the company with the Corporate Affairs Commission (CAC).
Registration with Edo State Public Procurement Agency.
Evidence of Recent Annual Returns to Corporate Affairs Commission (CAC).
Evidence of payment of Tax by the company and 2 (two) directors or proprietor(s) of the company for the immediate past 3 years. (i.e. 2018,2019, and 2020)
Evidence of VAT Certificate and VAT remittances to Federal Inland Revenue Services (FIRS).
Company Profile with list of Staff, including curriculum Vitae, competences, qualifications, registration with relevant professional bodies and experience of key personnel.
Evidence of previous similar projects undertaken in the past five(S) years including scope of project, site of project, contract sum, evidence of successful completion of the project (interim/final valuation certificates).
Evidence of Current Audited Accounts of Firm for the last three (3) years i.e (2018, 2019, and 2020) endorsed by a firm of chartered accountants.
Evidence of Financial Capability and Banking Support (bank reference), bank statements of account for the last three months and letter authorizing the College to verify the same from the bank.
Sworn affidavit that:
- The Firm is not bankrupt.
- None of the Directors has been convicted in any courtfor criminal offence including fraud and financial impropriety.
- That all information presented in the bid is true and correct in all particulars and can be verified.
Articulated supply plan and methodology.
Evidence of Employees Retirement Savings Account (RSA) with the Pension Fund Administrator.
Evidence of remitting Employer and Employee Pension Contributions to the appropriate pension fund custodian.
Evidence of transferring all pension funds and asset prior to the commencement of the pension Reform Act to licensed pension operators.

Collection of Bidding Documents

Interested bidders are to obtain the Standard Bidding Documents from the office of the Permanent Secretary, Ministry of Agriculture and Natural Resources from 24th August to 7th September 2021 between the hours of 9:00am to 3:00pm on Monday to Friday except on public holiday upon the payment of a non-refundable fees of N30,000.00 (Thirty Thousand Naira) only to the state 10k Account No: 1130004993, Bank: Zenith Bank.

Application Closing Date

12:00 noon, 7th September, 2021.

Opening of Bids

Bids shall be opened immediately after the close of bids submission on the 7th September, 2021, in the conference Room of Head of Service, Edo State Government House, by 12.00 noon in the presence of all representatives of the Bidders who choose to attend.

Submission of Bidding Documents

Prospective bidders are to submit bid for each of the lot desired, to the:

Office of the Functioning Permanent Secretary,

Ministry of Agriculture and Natural Resources,

Ezoti Street,

Benin City.

In a sealed envelope, addressed to the Functioning Permanent Secretary, Ministry of Agriculture and Natural Resources and marked boldly at the right hand corner "Bid for the procurement of Farm Machineries, Laboratory Equipment, Wares and Consumables at the Edo State College of Agriculture and Natural Resources".

Disclaimer

Late submission of bids will be rejected
All bids shall be accompanied with bid security of two percent (2%) of the quoted price
All bids shall be enclosed in three (3) envelops marked original and two (2) copies /
