The Economic Community of West African States (ECOWAS) invites eligible consultants to indicate interest by submitting EOI documents to tender for the following works:

Economic Community of West African States (ECOWAS) - Established on May 28th, 1975 via the treaty of Lagos, ECOWAS is a 15-member regional group with a mandate of promoting economic integration in all fields of activity of the constituting countries.

Considered one of the pillars of the African Economic Community, ECOWAS was set up to foster the ideal of collective self-sufficiency for its member states. As a trading union, it is also meant to create a single, large trading bloc through economic cooperation.

Preamble

The Economic Community of West African States (ECOWAS) has received a grant from the World Bank toward the ECOWAS Regional Electricity Access and Battery Energy Storage Technology Project (BEST), and intends to apply part of the proceeds for the Selection of a Specialist in Gender Based Violence (GBV) for the Regional Coordination Unit (RCU).

The Project Development Objective (PDO) is to increase access to the power grid and improve the capacity to ensure synchronous operation of the power system within the ECOWAS region.
In phase 1, the ECOWAS Regional Electricity Access Project, finances the strengthening and extension of the distribution network (MV and LV) in three West African countries, namely The Gambia, Guinea Bissau and Mali and will allow cross-border electrification in these countries.
As for the said phase ‘BEST’, it will finance electrification works in Mauritania, Niger and Senegal. Then in Côte d’Ivoire, Mali and Niger, the proposed project will finance battery energy storage technology equipment to support the synchronization of the electricity system and foster the regional energy market. In addition, the proposed project aims to build the regional institution ERERA.

The ECOWAS Commission now invites eligible Consultants to indicate their interest in providing the Services.

Scope of Work

(Consulting Services - Individual Consultant Selection)
- Recruitment of a Gender Based Violence (GBV) Specialist

The consultant’s services ("the services") include the following, as indicated below and the duration of the contract will be one (1) year renewable subject to satisfactory performance over the duration of the project planned for approximately six (6) years. During services, the consultant should be available to work part time.

The overall responsibility of the Gender-Based Violence Specialist of the project will focus on:

Technical support in the quality review of project documents;
Technical support in monitoring the implementation of project activities, particularly in prevention, mitigation of adverse risks, and response to GBV, including SEAH, related to the implementation of development operations and holistic support for survivors of these abuses in the project intervention area; and,
Capacity building of the various actors and recipient communities in the effective consideration of GBV/SEAH/VAC aspects associated with the BEST project activities.
This Consultant will work in tandem with the UMOP and UMOP Safeguards teams, on the definition and monitoring of criteria for monitoring and evaluation of prevention activities and response to GBV/SEAH/VAC ethical way.

Eligibility Requirements

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services regarding the following criteria:

Holds a degree or equivalent in social sciences, education sciences, law, project management, and/or any other similar discipline;
At least eight (08) years of overall professional experience and/or expertise;
At least five years of experience in the supervision of GBV prevention and response activities, experience in prevention and response to SEA/SH/VAC will be an added value;
At least five year experience in conducting awareness campaigns on women’s rights, gender equality, GBV, and/or reproductive health would be an asset;
Excellent knowledge of the guiding and ethical principles that govern work with GBV survivors and of good practices in the implementation of GBV/SEA/SH/VAC prevention and response activities;
Good experience in GBV data collection and analysis methods;
Ability to analyze GBV-related issues from a situational perspective
Good knowledge of the World Bank’s environmental and social safeguard policies
A good knowledge of the Nigerian legislation in force regarding GBV; knowledge of the legislation of one or more of the following countries will be an asset: Côte d’Ivoire, Mali, Mauritania, Niger and Senegal.
Excellent command of English and/or French and good report writing skills; and
Knowledge of an additional language (English or French) would be an asset; and
Good command of computer tools (word processing, spreadsheets, Internet and Intranet, etc.).
