Lagos State Government invites interested and competent private health management, firms and companies to submit proposals for the following projects:
The Lagos State Government, through the Ministry of Health, in its quest to strengthen, modernize and upgrade the State’s Healthcare System to achieve better health outcomes across all tiers of health services is developing several medical facilities, across the State. As part of this process, it recently completed the building of a multi-specialist hospital within an existing General Hospital in the heart of the State, thus, creating a Specialist Centre within a Hospital concept, where both facilities, can mutually leverage on existing strong patient flow and demand for services, whilst the new Specialist Centre will additionally provide some of the non-existent specialist services in the existing hospital, within the medical complex.
It is in the light of the above that IBILE invites interested and competent Private Health Management & service Firms/Companies, with capacity to adequately equip, operate, and manage the new Multi-Specialist Hospital for an agreed tenor, to submit their Proposals, for prequalification, consideration, and probable selection as the preferred partner.

Scope of Work
The successful partner should possess the capacity to either alone, or in consortium with other partners, including OEMs, to adequately equip, operate and manage the Hospital for the term that will be granted. The Hospital is envisaged to qualitatively, yet affordably, provide the following services:
- Out-patient/In-patient Care & Consulting Clinic,
- Diagnostics & Medical imaging / Radiology (MRI, CT scan, Fluoroscopy, Mammography and Xray).
- Elective Surgeries.
- Pharmacy (in-house Pharmacy).
- Orthopedics
- Nephrology
- Other Specialties
Baseline Requirement
The preferred Firm/Company is expected to have the following expertise, qualification, and capabilities:
- An in-depth and specialist experience in Hospital (specialized facility equipping and re-orientation), design, financing, and administration; (management) with a minimum five (5)years’ experience.
- Experience in Clinical Management;
- Evidence of successful execution of similar projects;
- Ability to access requisite funding;
- Verifiable partnership with OEMs for supply, operations, maintenance of equipment and maintenance of facility;
- Ability to access and provide long-term support services training, technology transfer, administration, research & development.
Eligibility Requirements
The RFP must be accompanied with the following:
- Evidence of relevant professional qualification in Clinical Management;
- Certificate of incorporation of Company/Firms registration in Nigeria and for foreign firms, evidence of being a legal entity registered with appropriate entity in its country of origin;
- Evidence of registration and compliance with relevant statutory provisions-VAT, PAVE. Pension, etc
- (Evidence of current registration with Lagos State Public Procurement Agency (PPA);
- Evidence of current registration of the Firm(s) with recognized Professional bodies;
- Evidence of financial capability to execute the project by submission of Reference Letter from a reputable Commercial Bank in Nigeria or overseas; indicating willingness to provide credit facility for the project, when needed;
- The last 3 Years Audited Financial Statements and latest Management Accounts: (2018, 2019, 2020).
- Evidence of current Tax Clearance Certificate (TCC) for the last three (3) years and valid till 31st December, 2021.
- Company’s profile with evidence of similar experiences and the curriculum vitae of key staff to be deployed for the project.
- All documents for submission under this EOl must be transmitted with a covering letter.on the Firm’s/Company’s letterhead and signed by its authorized officer.

Submission of Document
All Proposals (RFPs) must be written in English language and submitted in four (4) copies - one (1) original copy and three (3) counterpart copies. They should be delivered, in a sealed envelope dearly marked RFP: “PROPOSAL TO EQUIP, OPERATE AND MANAGE MULTI-SPECIALIST HOSPITAL” to the address below:

It should be noted that this RFP does not constitute a commitment on the part of the State and/or Ibile Holdings Limited to award the project to any Firm/Consortium expressing interest.
