Invitation to Tender for 2021 Capital Projects at the National Center for Technology Management (NACETEM)

National Center for Technology Management (NACETEM) is a training and research institution saddled with the responsibility of serving as the software component of Nigeria’s Science, Technology and Innovation system.

The Agency hereby invites reputable and competent contractors/suppliers to submit bids for the execution of its capital projects under the 2021 budget year.

Scope of the Services

• LOT 1: Supply and installation of 15OKVA power generator
• LOT 2: Supply and installation of solar-powered inverter systems and upgrading cc existing inverter systems at NACETEM Headquarters, lle-Ife
• LOT 3: Procurement of motor vehicles for research projects
• LOT4: Supply of networking equipment and installation for upgrading of internet infrastructure at NACETEM Headquarters, Ile-Ife
• LOT5: Supply and installation of ICT Needs and Office Equipment for Research Projects and Project Secretariats
  

Eligibility Requirements

• Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
• Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years (2018,2019 and 2020) valid till 31st December, 2021;
• Evidence of current Pension Compliance Certificate valid till 31st December, 2021;
• Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021;
• Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2021;Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2021 or valid certificate issued by BPP;
• Company’s Audited Accounts for the last three years (2017,2018 and 2019);
• Verifiable documentary evidence of at least three (3) services similar in nature and complexity executed in the last five (5) years including Letters of Awards and Job Completion Certificates;

Application and Submission Information

Collection of Tender Documents:

• Interested companies are to collect the Standard Bidding Documents (SBDs) from Procurement Unit, NACETEM Headquarters, Ile-Ife, on payment of a non-refundable fee of N10,000 per Lot paid into NACETEM’s Remita account in any reputable commercial bank in Nigeria.
  

Submission of Tender Documents:

• Prospective Bidders are to submit bid for each of the Lots desired, two (2) hard copies each of the technical and financial bids with soft copy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as Technical Bid’ or ‘Financial Bid. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to DG/CEO NACETEM, OAU, Ile-Ife and clearly marked with the name of the project and the Lot number.
• Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box not later than 12noon on Monday, 2nd August, 2021. A copy of the receipt MUST be attached to each Tender Document as evidence of payment upon submission.

Opening of Bids:

• The submitted technical bids will be opened immediately after the deadline for submission at 12noon, Monday, 2nd August, 2021 at the NACETEM Seminar Room A, NACETEM Headquarters, Ile-Ife, in the presence of bidders or their representatives. Bidders/Representatives and interested members of the public, including relevant professional bodies, civil society and Non-Governmental Organisations are hereby invited to witness the opening. General Information:

• Bids must be in English Language and signed by an official authorized by the bidder;
• Bids submitted after the deadline for submission would be returned un-opened;
• Bidders should not bid for more than two (2) Lots;
• All pre-qualified bidders will be contacted at a later date for financial bid opening, while bids of un-successful bidders will be returned un-opened;
• NACETEM Ile-Ife is not bound to prequalify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act (2007);

All costs will be borne by the bidders;

• All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM Number) and email address. The letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
