The Nigerian Communications Satellite, in compliance with the provisions of the Public Procurement Acts 2007 intends to undertake the execution of the under listed projects under the 2017 Budget of the Agency. - Lot 9: Operational/Business Support Computers.
- Lot 10: ISupport and line Card Licenses.
- Lot 11: Line cards and RF Transmitters.
- Lot 12: IFL, 0DU, Splitters and Tool.
- Lot 13: Hub Facility upgrade and Customer Contact Solution.

Tender Requirements
All bids must be accompanied with the following:
- Evidence of Company Registration with the Corporate Affairs Commission (CAC);
- Evidence of VAT Registration Certificate Including TIN Numbers;
- Evidence of PENCOM Registration and Remittances;
- Evidence of Registration with Financial Reporting Council (FRC) of Nigeria;
- Evidence of Financial strength and banking Support;
- Evidence of compliance with the amended Industrial Training Fund Act, 2011;
- Evidence of registration with relevant professional bodies;
- Audited Accounts for the last three years, 2014, 2015 and 2016;
- Evidence of verifiable list of similar projects executed accompanied letter of award/appointment and completion certificates from reputable organizations for the last four years;
- Company profile, year of experience and Organizational structure; including names and curriculum vitae of key technical staff;
- Current Tax Clearance for the last three years (2014 -2016);
- List of Equipment for the proposed project where necessary;
- Name, e-mail address and telephone numbers of contact person for the project;
- Affidavit of disclosure that none of the persons connected with the bid process in the procuring entity has any pecuniary interest and that the company is in receivership or any form of Insolvency/bankruptcy nor in debarment and that the company nor any of the Director(s) of the company have been convicted of financial crime.
- Verifiable office address in Abuja
- Verifiable evidence of company registration on the National Database of contractors, consultants and service providers with BPP
Additional Mandatory Requirements For the Provision of Insurance
- Published Annual Reports and Accounts approved and recently certified by the National Insurance Commission for the last 3 financial years - 2014, 2015, 2016;
- Certified True Copy of the Company's Registration as an Insurer issued by the National Insurance Commission (NAICOM), recently certified by the Commission;
- Evidence of certification with relevant provisions of the NSITF Act;
- Evidence of Registration with BPP;
- NAICOM'S approved annual returns and accounts for the underwriting year ending 31st December, 2016;
- Any other Information that may show the broker's ability to carry-out the assignment satisfactorily.
Important information
- All documents submitted will be subjected to verification from the relevant agencies.
- Only responsive Technical Bids submitted will be subjected to detail evaluation.
- NIOCOMSAT Limited reserve the right to reject any Bid Document, and is not bound to accept the lowest Bid or any Tender.
- NIGCOMSAT Limited also reserve the right to annul the bidding process at any time without incurring any liabilities and assigning reason thereof.
- This advertisement shall not be construed as a commitment on the part of NIGCOMSAT Limited to enter into any form of contract with any company nor shall It entitle responding bidders to seek any indemnity from NIGCOMSAT Limited by virtue of such bidder having responded to the advertisement.
- All financial bids should be quoted in Naira (N) for all Nigerian companies, while foreign based companies should avail themselves with the most current(prevaiing) exchange rate.
Collection of Tender Document
Interested Companies are to collect the Standard Bidding Document from Procurement Department, NIGCOMSAT Limited, Abuja on presentation of a copy of original receipts of non-refundable Tender fees of N50,000.00 (Fifty Thousand Naira Only) for each lot/Project.
Submission of Tender Document
Completed Bids must be submitted on or before 12:00 noon, on Monday, 18th September, 2017 in two separate sealed envelopes and marked "Technical Bid for Lot" or "Financial Bid for Lot" at the top left hand corner of each envelope with the Company name indicated at the back of each envelope. Both envelopes should be sealed and placed in a third envelope marked with the Lot number at top right corner and address to:

All submission of bids ends on Monday 18 September, 2017 by 12 noon prompt.
