The National Centre for Energy and Environment (NCEE), charged with the responsibility of organizing and conducting Research and Development Programmes in Bio-energy and Environment invites qualified, interested and credible Contractors, Consultants, Suppliers and Vendors to tender for Goods, Works and Services appropriated in 2017 Fiscal Year.
Scope
Lot :Description of Items:
- Lot1: Fabrication of 6KVA Eco Generator.
- Lot2: Procurement of Project Monitoring Vehicles.
- Lot3: Design and Fabrication of Bio-Ethanol Plant with Fractional Distillation Unit.
- Lot4: Environmental and Health Impacts of Charcoal Production from Woody Biomass.
- Lot5: Procurement of Laboratory/Workshop Equipment.
- Lot6: Environmental Waste Management through Biogas Technology.
- Lot7: Generation of Power Electricity Using Biomass Solid Waste Plant.
- Lot8: Creation of Awareness on Energy and Environment Management.
- Lot9: Development and Establishment of Pilot Solar PV Mini Grid in South South/South West.
- Lot10: Repair/Maintenance of Non Functional Solar Street Lights in Akoko Edo Federal Constituency, Edo State.
Requirement/Eligibility Criteria
The following requirements for qualification must be submitted:
- Evidence of registration with Corporate Affairs Commission (valid Certificate of Incorporation).
- Evidence of valid Tax Clearance Certificate (for the past 3 years) and Tax Identification Number (TIN) issued by the proper Tax authority.
- Evidence of Contractor's Registration with FIRS.
- Company Audited Account for the past (03) Three years.
- Evidence of registration on the National Database of Contractors, Consultants and Service Providers.
- Evidence of pension compliance from National Pension Commission (ONLY Certificate of Compliance Issued by the Pension Commission is acceptable as evidence).
- Evidence of compliance with the provision of the Industrial Training Fund (ITF) Amended Act 2011 on Training contribution.
- Company profile with list of Technical/Management Staff with evidence of previous work experience, detailed clients, nature of work/contract, contract sum, etc.
- Evidence of necessary equipment for works only.
- Evidence of Financial Capability (bank reference letter or other documents showing availability of funds or access to funds for the execution of the project).
- Articulated Work Plan and Methodology.
- Experience in handling similar job is an added advantage.
- Full Office Address of the company and GSM Number(s).
Collection of Tender Documents
Qualified, interested and credible Contractors, Consultants, Suppliers and Vendors are to collect tender/proposal documents from the Centre upon the presentation of a non-refundable fee of N30,000.00 paid to National Centre for Energy and Environment TSA account; (reference code to the TSA account should be collected from the Centre).
Submission of Tender Documents
For Works & Goods: The completed Technical and Financial tender documents must be submitted in Three (3) copies each, including One (1) original and Two (2) copies in separate sealed envelopes; (technical bids sealed in a separate envelope from the financial bids) clearly marked "Confidential Technical Bid for NCEE 2017 Capital Project and Confidential Financial Bid for NCEE 2017 Capital Project" and both sealed in a third envelope marked with the Appropriation Project Title, the Lot Number and Company Name clearly printed at the top left corner of the envelope and be submitted not later than 12:00 noon of 8thSeptembes 2017 and

Opening of Bid Documents
The technical bids/proposals will be opened publicly in the presence of all bidders or their representatives at 12.00 noon on the 8th September, 2017 at the Centre's Conference Room immediately after the close of submission. Only qualified bidders and relevant NGOs will be invited to witness the opening of the financial bid documents.

- Submission of tender/proposal documents is not a guarantee for the award of contract.
- Contravention of the conditions in " Requirement/Eligibility Criteria" except (Full Office Adress of the company and GSM Number) could lead to disqualification of bids.
- Bidders must seal Technical and Financial Bids/Proposed in separate envelopes.
- Late submission of tender/proposed documents will not be accepted.
- Contractors should ensure that they are registered with the Centre.
