Contractors Needed at the National Agricultural Extension and Research Liaison Services

The Federal Government of Nigeria has allocated funds for the year 2017. The National Agricultural Extension and Research Liaison Services (NAERLS), Ahmadu Bello University, Zaria, Federal Ministry of Agriculture and Rural Development, for the execution of projects (Constructions, Rehabilitation end supplies). The Institute therefore invites interested, competent and reputable Companies to tender in respect of its projects under the 2017 Appropriation.

Description of the Work
Lot A: Upgrading of Facilities for Radio/TV Programmes Production Studios in HQ and 6 Zonal Offices.
Lot B: Rehabilitation of Headquarters at Zaria and Zonal Offices.
Lot B1: Rehabilitation of Headquarters Zaria.
Lot B2: Rehabilitation of South-west Zonal Office at Ibadan.
Lot C: Promotion of Modern and Commercial Agriculture in 7 Model and Adopted Villages.
Lot D: Upgrading of Facilities for Skill Acquisition and Development Center.

Scope
The scope is Rehabilitation of Conference Halls, Entrance gate, R/TV Studios building, Construction of feed mills, General supply and Installation.

Pre-Qualification/Tender Requirement.
The Institute in compliance with the PPA 2007 and Bureau of Public Procurement (B.P.P) guideline will carry out Prequalification of Companies who respond to this advert based on the following requirements :

• Evidence of Certificate of Registration with Corporate Affairs Commission (CAC).
• Evidence of Company's current Tax Clearance Certificate for the last 3 years (2014,2015 & 2016).
• Evidence of current certificate of Compliance by National Pension Commission (PENCOM) as amended PENCOM Reform Act, 2014.
• Evidence of current Certificate of Compliance by the Industrial Training Fund (ITF) in line with the amended Industrial Training Fund Act, 2011.
• Evidence of Registration with Bureau of Public Procurement (BPP) by attaching the Interim Registration Report (IRR) as provided in Part II section 5(h) of PPA2007.
• Evidence of current Certificate of Compliance by Nigerian Social Insurance Trust Fund )NSITF) Act, 2010.

Other Necessary Requirements

• Unabridged Company audited report for immediate past 3 years
• Evidence of Company Annual Returns to CAC for the immediate past 3years
• A sworn affidavit stating that none of the Directors has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of acts relating to any matter.
• A sworn affidavit disclosing whether or not any officer of NAERLS or BPP is a former or Present Director, Shareholder or has any pecuniary interest In the bidder and confirm that all information presented in its bid are true and correct in all matters.
• A statement indicating that the Company does not at the time of this bid have any existing loan or financial liability with a bank, other financial institutions or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last three months.

Specific Requirements
Bidder's Experience:
Experience as a prime contractor on at east (2) Projects of similar nature end complexity comparable to the works under consideration within the last(5) years (copies of Letters of Award/Certificate of Completion to be attached).

Plant and Equipment:
Evidence that the Bidders have the requisite equipment to execute a Project of this nature and complexity or Evidence of lease agreement within the Third Party.

Financial Capacity:
Evidence of access to or availability of credit facilities certified by the bankers, equivalent of Twenty (20) Million Naira minimum amount of liquid Assets net of other contractual commitment of the successful bidder shall be required.

Man Power:
Company Profile with CV of key Professionals including photocopies of relevant Academic and Professional Qualifications with attestation of availability and contact phone numbers (Evidence of registration with relevant Professional bodies (e.g ARCON, COREN, CORBON and QSRBN).

Bid Collection
Interested and competent bidders arc requested to collect bid documents from the Secretary Tenders Board, upon presentation of evidence of payment of non-refundable fee of Twenty Thousand Naira Only (N20,000.00) using REMITA platform through any Commercial Bank in Nigeria.

Submission Closing Date
Submission of technical and financial bid will be close on Wednesday 6^th of September, 2017 at 2:00 pm. Companies or representatives, Civil Societies, NGO's, Professional bodies and member of the General Public are hereby invited.

Bid Submission
Two copies of the Tender Documents should be sealed in separate envelopes and labeled "Tenders Document: Lot "to be sent on or before 2:00 p.m, on Wednesday 6^th September, 2017 (six (6) weeks) from the date of advertisement addressed to;

Opening of Tender
Tender Documents will be opened on Wednesday 6th of September, 2017 at 2:00 pm at the Institute Boardroom second floor, Administrative Block.

Civil Society Organization, Non-Governmental Organizations and all interested members of the Public especially intending Contractors are hereby invited.

Additional Information

• The Institute may verify any or all the claims made by the applicants and shall disqualify any company whose claims are found to be false in addition to the sanctions that may be deemed necessary.
• Bidders who have worked for the Institute and have history of poor performance, abandonment, termination and/ or prolonged contract execution period need not to apply.
• All submission pages must be dully initialed by the Company.
• Two (2) hard copies of profiles are to be submitted.
• Non-compliance to the instructions will lead to disqualification.
• Submission must be made only in English Language.
• Contractors/Suppliers are not allowed to bid for more than twa (2) Lots.
