The Federal Ministry of Water Resources hereby invites interested and qualified Contractors for the procurement of the following under listed Works.

LOT 1:
Project Description: Construction of Ezeala Akpaka Each Dam, Ehime LGA. Imo State, Technical and Financial
Closing Date for Submission: 17th November, 2014.

LOT 2:
Project Description: Construction of Monkin Small Earth Dam, Taraba State only , Prequalification
Closing Date for Submission: 27th October, 2014.

Eligibility Requirement.
Interested Contractors are to provide the followng information amongst others in their Technical Profiles. All the underlisted technical/capacity requirements are mandatory/compulsory and non submission of any one will lead to disqualification.

1. Detailed Company profile.
2. Certificate of Registration with Corporate Affairs Commission.
3. Tax Clearance Certificate for the last three years (2011 2012 & 2013).
4. Evidence of compliance with the Industrial Training Fund (ITF) Amendment Act, 2011 by inclusion of Current Certificate of Compliance from the Industrial Training Fund.
5. Evidence of compliance with Pension Reforms Act 2004 by inclusion of Current PENCOM Compliance Clearance Certificate.
6. Verifiable evidence (Photocopies of letters of award & completion certificates) of previous experience in similar jobs at least 3 (Three) in the last five years.
7. Evidence of adequate relevant Professional Personnel (with copies of Certificates of registration with relevant Regulatory Bodies) in the employment of the company and verifiable documentary evidence of having a Project Manager with at least 10 years experience including not less than 5 years as a manager in the construction of works of similar nature and scope.
8. Possession of substantial proportion of the construction equipment required to successfully execute the contract with verifiable documentary proof of ownership (Proof of ownership etc)
9. Evidence of Minimum Average Company Annual Turnover of N300 Million in the last Three (3) Years
10. Possession of satisfactory Quality Assurances/Quality Control Manuals
11. Evidence of registration of firm in BPP Contractor database will be an added advantage

For Lot 2; The above listed technical requirements, must be submitted on/or before 12:00 noon 27 October, 2014 and bid opening will take place immediately after the deadline for bid submission at the Conference Room of the Ministry.

Submission of Bid Documents.
For Lot 1, Completed Technical and Financial bids (two sets of hard copies and one electronic copy in compact disk on Microsoft office) shall be submitted in two different sealed envelopes and labeled "Technical bid” and Financial bid and both sealed in a third envelope marked “Project Name” at the Top Right Hand corner with company name behind the three envelopes and dropped in the appropriate Tender Box on or before 12.00 noon of Monday November 17th 2014. The envelope should be addressed to;

Bid Opening:
“Only Technical bids would be opened immediately after the deadline for the submission of bids by 12noon Monday, November 17.2014, at the Conference Room of the Ministry.
Only firms and joint ventures (with appropriate Memorandum of Understanding) whose prequalification documents fulfill the minimum requirements would be contacted for financial bid opening.
All enquiries on the bids are to be directed to;

Conclusion
Financial bids are to be accompanied by bid security of 2% of the bid price obtained from a reputable commercial bank acceptable to the Federal Ministry of Water Resources.
The Ministry will not be responsible for any costs or expenses incurred by any interested party(ies) in connection with any response to this invitation and or the preparation or submission.

Bidders should comply fully with the instructions listed in this Advertisement and should desist from submitting documents that are not genuine. All information provided by bidders will be verified and any erring contractor/consultant will be handed over to relevant security and anti-corruption Agencies for further investigation and possible prosecution.
The Ministry is not bound to shortlist or prequalify bidder and reserves the right to annul the selection process at any time without incurring any liabilities in line with the provisions of the Public Procurement Act, 2007.

This advertisement should be regarded as a Public Invitation to all interested bidders, Non Governmental Organizations working in Transparency and Accountability and relevant Industry Regulatory and Professional bodies to attend the Bid Opening session.
