Invitation to Bid for the execution of Some Projects at the Technical Vocational, Education and Training (TVET) Project of Subsidy Reinvestment and Empowerment Prgramme (SURE-P)

The Technical Vocational, Education and Training (TVET) Project of Subsidy Reinvestment and Empowerment Prgramme (SURE-P), is aimed at reducing unemployment and poverty in Nigeria through development of skills, building of institutional capacity and investing in training infrastructure.
The programme focuses on building capacity of youths for gainful employment and enterprise, thus making them financially independent.

Invitation to Bid for the execution of Some Projects 

The TVET/SURE-P, in line with the Public Procurement Act 2007, invites interested, competent and reputable contractors with relevant experience and good track records to submit documents necessary for consideration for the execution of the following projects.

Submission of Bidding Requirements
The interested bidders are required to submit the following requirements.

1. Certificate of Incorporation/Registration with Corporate Affairs Commission (CAC);
2. Current Tax Clearance Certificate for the last three (3) years (2011, 2012, and 2013 to expire in 2014;
3. Evidence of VAT registration and Remittances;
4. Evidence of compliance with Pension Reform Act 2004;
5. Evidence of compliance with the provision of Industrial Training Fund (ITF) Act 2011 asamended;
6. Evidence of compliance with NSITF (1 %) employees Compensation Act;
7. Detailed Company profile, organizational structure; including names and curriculum Vitae of Key Staff as well as their addresses and individual attestation of availability of specialized and expertise in consultancy project of similar nature;
8. Three year Audited Account (2011.2012, 2013);
9. A sworn affidavit that none of the Directors has been convicted in any court of law for any criminal offence;
10. Evidence of financial strength and credit worthiness supported by a letter of reference from your bank and accompanied with bank statement for the last six (6) months;
11. For joint venture, Memorandum of Understanding should be provided;
12. Evidence of verifiable previous experience including letters of award and completion certificates;
13. Name, e-mail address and telephone numbers of contact persons for the previous jobs undertaken.

Collection of Tender Documents
Eligible contractors and suppliers are to collect tender documents with scope of works and specifications from the procurement Unit of TVET/SURE-P at NO. 58, ANTHONY ENAHORO STREET, UTAKO, ABUJA on the payment of non-refundable Tender fee of Ten Thousand Naira (N10, 000.00) for each lot.

Submission of Tender Documents
Completed Technical and Financial bid (two set of each) shall be submitted in two different sealed tamper proof envelopes and labeled “Technical” and “Financial Bid” and both placed in a larger envelope. The envelopes should bear the “Project Name” and Lot No. at the Top Right Hand Corner of the envelope and address to:

The documents should be registered and deposited in the Tender Box at the procurement unit of TVET/SURE-P at NO. 58, ANTHONY ENAHORO STREET, UTAKO, ABUJA. Closing time for all submissions is on or before 23rd October, 2014 at 12noon. Late submissions shall be rejected and non-compliance with instructions may lead to disqualification of such bids.

Opening
Opening of the Technical Bids will commence immediately after the closing of Bid submission on 23rd October, 2014 at 12noon prompt at the premises of TVET/SURE-P at NO. 58, ANTHONY ENAHORO STREET, UTAKO, ABUJA. AII bidders and br their Representatives, Relevant Professional Bodies and NGOs are invited to witness the public opening exercise accordingly.

Important Notice

• Only Companies whose tender requirements fulfills the minimum requirements listed in 3(1-13) above shall have their Financial bids opened;
• This Advertisement shall not be construed as a commitment on the part of WET/SURE-P for contract awari nor shall it entitle any firms submitting document to make any claim whatsoever and/or seek any indemnity from WET/SURE-P by virtue of such company having responded to this advertisement;
• Non responsiveness to the Tender requirements and instructions could lead to outright disqualification;
• Late submission of Bids will lead to rejection of such Bids;
• Due diligence will be carried out on all CAC, VAT, PENCOM, ITF, TAX CLEARANCE etc.
