The Nigerian National Petroleum Corporation (NNPC) intends to undertake the rehabilitation of the recently acquired Benoni Hospital complex, Benoni Road, Benin City Edo State.

Addendum to the Invitation to Pre-Qualify to Interested Contractors/Companies for the Rehabilitation of Benoni Hospital Complex at the Nigerian National Petroleum Corporation (NNPC)

By this publication, competent and reputable Contractors/companies are invited to submit pre-quahfication documentation as a prelude to the Works listed in Item below.

Only pre-qualified Companies will be invited to submit technical and commercial tenders for the works.

Description of the Project Scope

The works shall cover the following:
  1. Rehabilitation of existing 2No. two-storey Blocks (A & B)
  2. Demolition and evacuation of existing bungalows (2No.) at the rear end of the premises
  3. Construction of one storey structure to replace the demolished bungalows
  4. Demolition and evacuation of existing fence and erection of new fence
  5. Demolition and evacuation of existing walkways, dilapidated concrete ramped ways, abandoned underground tanks and other undesirable features on site.
  6. Rehabilitation of existing lawns.
  7. Installation of a sociated mechanical and electrical services.
  8. Construction of generator house, gate house
  9. Other works as may be so stated in the scope
All works to be carried out in accordance with contract drawings and specification.
Planned Commencement Date of Contract 26 November, 2014

Submission of Expression of Interest

All companies interested in bidding for this project shall submit relevant documentation for prequalification as stipulated in 4.0 below.

Only companies adjudged acceptable/suitable shall be invited to collect Tender Documents for the Rehabilitation of the Benoni Hospital Complex for Group Medical Division as described in 2.0 above.

Contract Strategy

The Contract Strategy for the works for the rehabilitation of Benoni Hospital Complex shall be awarded to the most competitive and responsive bidder.

Following this advertisement, the selection process will progress as follows Pre-qualification — Technical Bidding — Commercial Bidding — Contract Award.

Successfully prequalified companies would be subjected to technical evaluation which is in line with NNPC applicable procedure and Nigerian law requirement.

Prequalification Requirements

By this publication, NNPC in compliance with the provisions of the Public Procurement Act 2007 and the Bureau for Public Procurement guidelines, invite interested and competent construction Companies for prequalification to bid for the services described in 2.0 above. Interested companies shall submit the documents listed hereunder for the prequalification exercise:
  1. Full details of company profile complete with CAC Certificate of Incorporation in Nigeria, Certified true copies of Memorandum and Articles of Association of the Company and CAC Form C 07 (Particulars of Directors).
  2. Certified true copies of 3 Year Tax Clearance certificates (2011, 2012, & 2013).
  3. Evidence of financial support from a Tier One Capitalised (Nigerian) Bank.
  4. Proof of company’s financial capabilities, including audited accounts for the last three (3) years along with corresponding tax clearance certificates, Value-Added Tax (VAT) registration certificate and evidence of past VAT remittances.
  5. Evidence of compliance with the provisions of Section 6 (1) (3) of the amended Industrial Training Fund (ITF) Act No.19 of 2011.
  6. Evidence of Pension Compliance Certificate or Exemption from PENCOM.
  7. Organizational structure and available work force with CV’s of key personnel showing evidence of adequate human capItal for the required services.
  8. Relevant and verifiable cognate experience with NNPC, or other organizations, on similar projects in the past five (5) years (Please attach job completion certificates for completed projects and contract award letter(s) and latest status report for on-going project(s) including year, project title, client, project value and client’s contact person, phone number and e-mail address, etc.)
  9. Provide, with verifiable evidence, list of relevant equipment owned and/or to be sourced by the company as required by this project.
  10. Confirm willingness to commence with the execution of this project on the basis of a Letter of Intent (LOl).
  11. Company’s obligationto pay taxes, pensIons and social security contributions in line with Section 16 (6) d of the Public Procurement Act (PPA) 2007 and Section 1 (2) of the Pension Reform Act including .tax clearance certificates for the past three years.
  12. Company’s CASHES and QA/QC policy: Demonstrable ability and verifiable evidence to handle very volatile host communities and topical community issues, Details of safety records for accidents, injuries and damages for the past three (3) years — e.g. Lost Time Incidents, Down-time, etc.
  13. Any additional information that will enhance the potentials of the Company.
Only Contractors/companies that fulfil the above requirements and also pass the pre-qualification evaluation exercise shall be invited to submit technical and commercial bids forthe job.

Nigerian Content Development:

Pursuant to NNPC and Federal Government Policy to provide opportunities for Nigerian contractors and the development of local expertise, all the applicants must comply fully with the NOGICD Act to give preference to Nigerian companies or foreign companies with Nigerian affiliate and local ownership, which demonstrate willingness to execute the project to the satisfaction of the Nigerian Content requirements and guidelines. Each applicant is enjoined to avail themselves of the requirements of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act for full compliance.

Nigerian National Petroleum Corporation (NNPC) is committed to fully comply with the requirements of the NOGICD Act In maximizing the local content of this project, pre-qualifiers are requested to give full details of their strategy for the local content implementation in order to comply fully with the law.
Specifically the Contractor shall:
  1. Ensure that 50% of the equipment deployed for execution of the work is owned by Nigerian Company or Nigerian Subsidiary with dear and documented evidenceof ownership.
  2. Provide full details of company profile and ownership, “Form 02” and “Form COT’ of the Corporate Affairs Commission.
  3. Provide Evidence of registration into the NOGICD Joint Qualification System (NOGICJQS).
  4. Provide detailed Company Organogram, list of proposed workforce and cVs of all staff from intermediate level and above.
  5. Provide evidence that the company is COREN registered.
  6. Provide statement of the name and location of the Nigerian Bank and any other financial institution engaged (this should also include the responsibility and scope of engagement with the Nigerian financial institution).
  7. Provide verifiable information on name and location of Nigerian Legal service providers.
  8. Provide verifiable information on name and location of Nigerian Insurance service providers.
  9. Furnish comany NC policy/strategy.
  10. Demonstrate awareness of legislative & regulatory provisions as it concerns Nigerian content.
  11. Provide details of Companys Nigerian Content manager (if any) with appropriate experience, qualifications, clear responsibilities & targets.
  12. Make commitment to transfer technology, employment generation and competence development.
  13. Provide evidence of an understanding of the local business environment & existing relationships with Nigerian enterprises & existing relationships with Nigerian enterprises & suppliers.
  14. Provide evidence of success in nurturing Nigerian Content on previous projects.
  15. Make available existing initiatives to develop Nigerian affiliates (for companies not resident in Nigeria).
  16. Provide evidence of an existing/established presence in Nigeria or plans to establish a presence.
  17. Provide location(s) of Project Management team and Procurement centre for the subject project
  18. Identify Nigerian scope of work as a percentage of the total work scope.
  19. Provide project specific Human capacity development training execution plans for Nigerians.

Submission of Pre-qualification Package

The requested information and any supporting documents in respect of these requirements should be submitted in one original plus three duplicate hard copies and two electronic copies (CD ROM). Important Information:
It must be noted that:
  • The submissions will be opened immediately following the deadline stipulated for the submission of bids or any extension thereof.
  • Your company shall provide NNPC with a letter of Authority to verify all claims made in your submissions.
  • For Joint Ventures or Partnerships, the previous experience being claimed may include those executed by the joint Venture or Partnership where applicable, as well as the individual relevant experiences, provided the Joint Venture or Partnership Agreement/Memorandum plus the Power of Attorney linking the companies is submitted
  • Please note that this is not an Invitation To Tenders Only Companies adjudged qualified by NNPC under this prequalification procedure shall be invited to participate in the competitive tender.
  • NNPC reserves the absolute discretion and right to either accept or reject any documents and it shall not be required to assign a reason for refusal to invite your company to participate in the bidding exercise or to enter any correspondence concerning the selection of any contractor for the services.
  • All costs incurred by your company asa result of this prequalification exercise and any subsequent request for information shall be to your account.
