The Federal Government of Nigeria has provided funds in the 2014 Appropriation Act for the National Poverty Eradication Programme (NAPEP) and the Agency intends to utilise part of the funds to procure Goods, Works and Services (Zonal Intervention/Constituency Projects) in various Federal Constituencies/Senatorial Districts in some states of the Federation and the Federal Capital Territory (FCT). Therefore, the services of qualified and experienced Contractors, Suppliers and Consultants are required to procure the under-listed Goods, Works and Services.

Category C: Request for Expression of Interest (EOI) For Consultants


Description of Services

Lot C1: Skill Acquisition and Training of 500 Youths in Fashion Design, Hairdressing, etc in Imo State.
Lot C2: Skill Acquisition and Training of Women in CT and Agriculture in Imo East Senatorial District, Imo State.
Lot C3: Skill Acquisition and Training of Youth/Women on Economic Empowerment and Micro Credit in Ohaji/Egbema-Oguta- Oru West Federal Constituency, Imo State.
Lot C4: Skill Acquisition and Training of Youths and Women in Zaki Federal Constituency, Bauchi State

Qualification/Eligilibiity Requirements

Interested and competent Contractors, Suppliers and Consultants wishing to carry out the projects listed under the three (3) Categories above are required to submit the following documents in their Technical Bids, which will be subjected to due diligence by the Agency:
  1. Evidence of incorporation with Corporate Affairs Commission (CAC);
  2. Evidence of current Tax Clearance Certificate for the last three (3) years ending in December2014;
  3. Evidence of VAT Registration with TIN No. and past VAT Remittance(s);
  4. Evidence of issuance of Compliance Certificate to all Organisations by PENCOM inline with Pension Reform Act 2004 (as amended);
  5. Evidence of compliance with the amended industrial Training Fund Act 2011;
  6. Evidence of compliance with the Employees Compensation Act which requires that all Employers of labour must remit 1% of the total annual emolument of their workers to the Nigerian Social Insurance Trust Fund;
  7. A sworn affidavit disclosing whether or not any officer of NAPEP or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars;
  8. Bidders shall not bid for more than two (2) Lots
  9. N.B: The above listed requirements (1-8) shall form part of the Bids Evaluation Criteria and non-compliance with any of the stated conditions shall result in automatic disqualification of the bidder;
  10. Evidence of financial capability to execute the projects (Letter from the Contractors Banker);
  11. Company’s profile with Curriculum Vitae of Key Officers/Professional Personnel including photocopies of relevant professional/technical qualifications;
  12. Verifiable evidence (Photocopies of letters of awards and completion certificates) of successful completion of similar jobs done in the last three (3) years;
  13. Evidence of registration with relevant professional bodies such as ARCON, COREN, CORBON, etc, for CATEGORY B only;
  14. List of verifiable Construction Equipment indicating ownership or lease agreement for CATEGORY B only;
N.B: The above criteria (9 - 13) will attract marks.

Submission of Expression of Interest Documents (Category C)

Interested Consultants shall submit One (1) Original and One (1) Copy of their Expression of Interest (EoI) documents with the Project Category, Title and Lot No. clearly written at the Front Top Right Corner of the envelope with the Company Name behind and dropped in the appropriate Tender Box at the address above on the closing date.

Pubuc Opening Of Bids (Category C)

Expression of Interest (Eol) documents will be opened immediately after the deadline for the submission of bids by 12.00 Noon on Wednesday 13th August, 2014 at the Conference Room, Atiku Hall, Block A, Head of Service, Federal Secretariat Complex, Phase II, Abuja.

Collection of Bid Documents (Categories A & B)

Bid Documents shall be collected by interested bidders from the address above on the presentation of evidence of payment of a non-refundable tender fee of Ten Thousand Naira (N10, 000.00) only into NAPEP Account as follows:

Public Opening of Bids (Categories A & B)
Technical Bids will be opened publicly after the deadline for submission above by 12.00 pm on

Service, Federal Secretariat Complex, Phase II, Abuja. Only successful Technical bidders will be invited for the opening of Financial Bids at a Iater date.
