The Independent National Electoral Commission (INEC) in pursuance of its statutory functions and in compliance with Due Process requirements seeks to appoint reputable IT Consultancy Firms to design, develop and deploy a databank towards updating and upgrading the Ad-hoc recruitment Data Base.

Scope of Work
Design, Development and Deployment of Data base/Databank for recruitment of Ad-hoc Staff for 2015 General Election and other Bye Election Nationwide.
Requirements
All firms interested in the project should submit a proposal along with the following documents:
- Evidence of Registration with Corporate Affairs Commission (CAC).
- Evidence of Tax payment for 3 years (2011, 2012 and 2013).
- Evidence of Certification/Exemption from PENCOM in accordance with the Pension Reform Act of 2004.
- Evidence of 1% ITF Training Contribution.
- Evidence of Registration with an ICT Professional Body.
- Company’s Audited Account for 3 years (2011, 2012 and 2013).
- A sworn Affidavit that none of the Directors has been convicted in any court of law of any criminal offence.
- Evidence of VAT Registration, Payment and Remittance with TIN No.
- Evidence of Financial Capability to Execute the Projects (Bank Guarantees from reputable banks will form part of the evaluation criteria).
- Company’s Profile including List/Names of Professional Personnel including their roles qualifications and experiences.
- Evidence of similar Job executed for the last 3 years including award letter and completion certificate.
- Company’s representative’s Phone numbers/emails.
- Any other relevant information.
Specific Eligible Requirements
Firms meeting the following mandatory requirements will be eligible to participate in the project of Ad-hoc staff recruitment databank.
lNEC reserves the right to reject any proposal that does not meet these requirements.
- The firm must have been in operation for a minimum of 3 consecutive years.
- The firm must have prior experience implementing a similar deployment to at least one private sector and public sector firm.
- The firm must have a similar solution currently deployed in the cloud.
Response Format
Interested firms (consortium) should in addition to the requirements in para. 3.0 & 4.0 submit amongst other things, the following:
- Description of your understanding of the scope of work and the entire programme.
- Profile of the firm.
- Profile of key staff.
- Information on the existence of a similar solution deployed by the form in the cloud.
- List of sample reports.
- Evidence of similar assignment (in the form of databank for the public and private sector) and completed projects undertaken by firm.
- Other supporting documents/information.
