The Nigeria Police is by this invitation seeking Private Sector funding of the acquisition of Contingent Owned Equipment (COE), for deployment to the Nigeria Formed Police Units in the United Nations Peace Support Operations in Liberia, Darfur, South Sudan and Central African Republic. Pursuant to above and in line with extant regulations of Government, the Nigeria Police Force hereby request credible and qualified Companies and Organizations to express interest and as well pre-qualify for the service.
Invitation for Expression of Interest (EoI) and Request for Qualification (RFQ)
Scope:
Equipment Supplies and Services
- Major Equipment: These include heavy and operational equipment as follows (a) Six (6) Police specialize Operation Vehicles, (b) Ten (10) 4X4 Patrol Jeep with mounted Communication gadget, (c) Medical Equipment (Level 1), specialized Medical Ambulance, (d) Sound Proof Generating Sets-150KVA, 110KVA, 80KVA, 50KVA, 20KVA, (e) Sewage Suction. All vehicles must be diesel propelled.
- Communication Equipment: Mobile integral communications within the Unit down to platoon level with VHF/FM Communications and telephone lines, with a mandatory range of up to 3-35km for VHF, 250km for HF. VHF air-band communications is desirable. HF Man pack is desirable.
- Office Equipment: Office furniture and supplies, electronic data processing and reproduction capability including necessary software and consumables, etc (dust/air tight covers for all office and sensitive electrical items are required.
- Minor Engineering: Capacities to handle minor electrical, plumbing, masonry and carpentry repairs and to undertake non-field defensive minor construction, etc
- Laundry: Provide service for all police and personal clothing, including dry-cleaning of operationally- required specialist clothing; related equipment, maintenance & supplies
- Cleaning: Provide cleaning facilities for all contingent personnel, for cleaning of accommodation and office areas; provide related equipment and supplies
- Operational Equipment: Specialized Police operational equipment
- Self-Sustainment: Two (2) TFK-Mobile Kitchen, (b) Two (2) 1 80lph Water Purification Plant (RO), (c) One (1) Trailer mounted I 50lph Water Purification Plant, (d) Kitchen Utensils/items, (e) Dinning sets (f) Office Equipment, (g) Internet facility (h) Beddings — mattresses, pillows, bedspread etc, (g) Observation and Positioning Equipment (i) Twenty-two (22) 1 Standard ISO 20ft Containers, U) Two (2) Chiller Container etc
- Operational personal Kitting item: Standardize kitting items, from hair-dress to operational boots
- Tentage Accommodation facility: Tents with metal- pipe frames with base flooring and ability to heat and cool as appropriate, netting at doors and windows and outer fly for tents are mandatory.
- It shall be the responsibility of the Service Provider to wholly finance the acquisition, delivery, installation and provision of the above mentioned equipment, supplies and services.
- The Service Provider shall provide a work plan to ensure that the equipment is maintained in pristine state at all times and that services are rendered without any interruption.
- Return on investment shall accrue from reimbursement for equipment and services as will be made by the l3nited Nations. It is important to state that higher re-imbursement rate would accrue to only excellent performance.
Pre-Qualification Requirement
Submission of Company Profile containing following:
- Evidence of Company Registration with Corporate Affairs Commission;
- Financial statements and bankers;
- Evidence of capital base not less than N2billlon;
- Distributorship Mandate from the manufacturer of firearm and other security equipment;
- Company Organ gram;
- Previous works and details to confirm capability;
- Tax clearance certificate for past three (3) years to be strictly verified by FIRS Headquarters; and
- VAT Certification.
- Evidence of compliance with Pensions Reform Act 2004 by inclusion of compliance letter from the National Pension Commission
- Evidence of compliance with Industrial Training Fund Act, 2011 by inclusion of compliance letter from the Industrial Training Fund
