Assignment Title: Quality Assurance Consultancy for Edo State Integrated Financial Management Information System (SIFMIS).
The Federal Government of Nigeria is receiving financing from the International Development Associations (lDA) towards the cost of the State Employment and Expenditure for Results Project. Edo State is a beneficiary of the credit and intends to apply part of the proceeds to hire Quality Assurance Consultancy firm for Edo SIFMIS.
The Consulting firm is required to assess SIFMIS alignment with ongoing and planned Public Financial Management (PFM) reform initiatives, clarity of project scope and business cases, functional effectiveness of governance structures as well as project risk assessment and mitigation measures employed in the SIFMIS implementation actions. This will help ensure that there is an adherence to relevant standards in PFM. The Consulting firm (Quality Assurance firm) will also assess the effectiveness and reliability of end-user training delivered, completeness and adequacy of User Acceptance Testing (UAT) and confirm that the requirements of the EDSG have not been or are not compromised.
The State Project Coordinating Unit now invites eligible Consulting firms (“Quality Assurance Specialist”) to indicate their interest in providing the Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:
- The firm must provide evidence of at least one completed, verifiable and successful quality assurance (QA) assignment for integrated financial management system projects for a government.
- In addition, the firm should have been involved in PFM reforms for at least 5 years in a developing country context.
- The firm must provide detailed description of the above assignments.
The attention of interested Consultant: is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January 2011 Edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
Consulting firms will be selected in accordance with the Quality Cost Base Selection method set out in the Consultant Guidelines.
