1.) Introduction
Lekki Free Zone Development Company, incorporated under the laws of Nigeria hereby invites interested and competent national and international consultants to participate in the prequalification exercise for the environmental impact assessment (EIA) of the water bodies in the Lekki Free Zone in accordance with the scope of works detailed below.
The contract is proposed to commence in 2013 for duration of 1 year only.
2. Scope of Works
Lekki Free Zone Development Company proposes to commence the creation of man-made lakes, canals, opening of rivers, dredging to create a river transportation of large vessels into the zone in accordance with the master plan of Lekki Free Zone. We hereby intend to conduct an environmental impact assessment of the “Water Bodies” of the proposed project.
The scope of work will include the following:
- To produce a separate report for existing “Surface Water, “Man made Canals”, “Lakes” and dredging for creation of “New river” channel for transportation of large vessels into the zone.
- Carrying out two seasons field sampling of the subject environment to determine the environmental baseline
- Identify the potential hazards associated with the creation of water bodies as specified in the “Master Plan”
- Recommendation of preventive and control measures for the identified potential impacts of the project.
- Development of a cost effective environmental management plan (EMP) and procedure to manage the consequences and recovery from negative environmental events throughout the lifecycle of the project
- Provision of the basis for consultation with regulatory authorities, the public, other stakeholders and completely support subsequent applications for associated environmental permit/approval.
3.) Mandatory Requirements of Applicants
- The requirements for the pre-qualification for submission of expression of interest are as follows:
- Certificate of Incorporation/registration with Corporate Affairs Commission (CAC) (Photocopy)
- Receipt on Non refundable Twenty Thousand Naira (N20,000.00) Bank Draft Processing Fee(Photocopy)
- Applicant must provide evidence of accreditation by Lagos State Environmental Protection Agency (LASEPA) and Federal Ministry of Environment (FME, defunct
- FEPA)
- Five years Audited accounts
- Evidence of affiliation to a recognised laboratory accredited by FME/NESREA (National Environmental Standards and Regulations Enforcement Agency)
- Evidence of Tax Clearance Certificate for the last Three (3) years (2009, 2010 & 2011) corresponding to declare turnover ... (applicable to non free zone enterprises).
- Evidence of VAT Registration with Registration No. and remittances... (applicable to non free zone enterprises).
- To provide evidence of letter of approval for similar projects carried out for the past five years from Federal Ministry of Environment and Lagos State Government Department of Environment.
- Company Audited Account, duly stamped with relevant professional body’s stamp for the last three years (2009, 2010, & 2011) showing annual turnover... (Photocopies)
- Applicant should provide of CV of individual staff to be involved in the project including their technical qualifications, job description, and man-hour with their skills, knowledge and experience on similar project.
- Bank Reference Letter with Evidence of financial capability or specific statement of financial support from a licensed commercial bank.... (Original) if you are to carry out the project without mobilisation fees.
- Evidence of similar projects successfully executed in the last three years including Letters of Award of contracts, project cost, job completion certificates and payments (Please supply contact addresses of the clients (Photocopies)
- A swom affidavit that none of the Directors has been convicted in any court of Law of any criminal offence.
- Attestation should be provided
- Show evidence of previous approval from Federal and State Government(s) as well as the time line/duration experience on the project(s)
- A sworn affidavit confirming that all the information outlined above and attachments are true and correct of the Company and that no officer of the LFZDC is a former or present Director, Shareholder or has any pecuniary interest in the bidder.
- The consultant should have the financial potential to carry out the project from inception to commissioning including site visit, collection of data, organising the public review etc to avoid any form of suspension of operations or failure of the project due to bankruptcy or freezing of bank accounts etc.
4.) Collection of Prequalification Documents
Interested and competent consultants wishing to carry out the above mentioned works should obtain the pre-qualification documents from the Planning Department of Lekki Free Zone Development Company between 12.00 - 7.00.pm. From 4th - 14th March, 2013
Bidders are to enclose the receipt of Twenty Thousand Naira (N20,000.00) non-refundable in certified bank draft and made payable to LFZDC (Kindly write the name of your organisation at the back of the Draft) Note that acceptance of bank draft for bidding documents shall end by 5pm on 14th March 2013.
Firms will be selected in accordance with the procedures as set out by LFZDC’s standard procedure for the selection of consultancy firms. Only successful, prequalified companies will be contacted for further discussions and evaluation
5.) Submission of Requirements
The expression of interest (EOI) must be submitted in six (6) copies including one original enclosed in a sealed envelope marked “ORIGINAL” and “COPY” respectively to:

The documents should be deposited in the Tender Box provided at the above address

All submissions must be delivered not later than 14.00noon on 27th March 2013.
Late submission will not be accepted under any circumstances.
Opening
Opening of the received documents will commence at same day 15.00pm on 27th March 2013 at LFZDC Conference room. All bidders and/or their representative, Relevant Bodies are invited to witness the public opening exercise accordingly

- All CAC, VAT, and TAX Certificates may be referred to the Security Agencies, Corporate Affairs, Commission, Federal Inland Revenue Services (FIRS) and other relevant bodies for verification.
- The LFZDC reserves the right to reject any or all documents it considers to be of doubtful authenticity or all submissions that do not meet the requirements as specified.
- The evaluation of the received documents shall be strictly based on the requirements as specified.
